Chief Juan Cloy is a 28-year veteran officer who has served the Jackson Police Department for most of his service. He has worked in all facets of law enforcement, from street-level patrol, Narcotics, and Robbery/Homicide, for 10 years with the FBI's Safe Streets Task Force to becoming a certified FBI Undercover Agent and working assignments across the United States. He has been a Police Union President and worked for a non-profit in Washington DC, teaching officers and leaders throughout the country how to build better relationships with the public.
As a former SWAT Officer, Chief Cloy's SWAT team placed first place in the Entry Division at an MS Tactical Asso. SWAT competition. As a Firearms Instructor, Juan has developed Mississippi's first-ever Tactical Law Enforcement Officer instructor certification course designed to increase safety and awareness and establish a standard so that all officers across the state will be on one accord regarding tactics.
Chief Cloy has held his Law Enforcement Instructor Certification for 23 years. He holds a Master's Degree in Criminology and is constantly honing his leadership and relationship-building skills. He has trained officers in Lewiston, Maine, Sacramento, Compton, Fresno, Cali., Albuquerque, NM., Janesville, WI., Tampa, FL., and officers all over Mississippi and Louisiana.

Chief Cloy believes that Community Policing is great, but he has renamed it "Contact Policing," meaning that an officer must make physical and verbal contact to establish a relationship.
